A very informative and thoughtful article. But I hadn't realized the deterioration in the civil service world-wide if Canada has the 3rd most effective civil service body in the world. Wow. The IFG report, which considered criteria from "policy making to crisis management", is dated 2019. So prior to COVID and the invocation of the Emergencies Act. I will be curious to see how Canada is ranked in the next report, particularly with respect to crisis management.

Our government actually lacks any comprehension of provinces outside Ontario and Quebec. Canada pitches money out to other countries rather brainlessly but please don’t ask our government to be strategic. It’s like asking a zebra to build spaceships.

I appreciate the window into what’s going on in Bangladesh, a country I sadly know nothing about. I agree with your thinking, too. I’m ambivalent about demands for Democracy as a criteria for engagement, and I take note of your observation that Bangladesh is at a sort of crossroads where a timely intervention now could be very strategic. Are Canadian government officials actually going to India to 'observe' whether India (or any other country) is holding elections properly in 2024? Forget India, which sovereign country on earth will allow a geopolitically weak country like Canada to come to their country and allow them to 'observe' their elections? Also, don't we really have better use for these people?

Canada in 2024 just isn't capable of helping out a country as populous as Bangladesh. We've shrunk in stature in the last 20 years.
