Jason Kenney is beholden to all of the special interest groups who helped him 1) steal the leadership and then 2) get elected. These include (but are not limited to) oil companies, rig workers, oil adjacent workers, social conservatives, climate deniers and of course, fossil fuel lobbyists. It isn't that he didn't win the election, because he did. It is that he won it on the worst of all things: ideological impulses and governing that don't meet up with real time actions on the ground. This isn't limited to Kenney, we see it with other cons in this country who are hell bent on proving their ridiculous ideological governance right when it is so clearly wrong. In addition, Kenney's ego is so large, he is so arrogant that he can't possibly conceive of a world where he isn't right. He can't conceive of a world where his actions are making things worse not better (hello covid app, I am talking to you).
